Simple, just open a bogus insurance policy, fill in the blanks in between making the beneficiary as real and authentic as possible, then timely kill off the victims to claim the pay-out.

Imagine one gang having a thousand innocent victims all lined up to be systematically killed over a period of 5 years. This is easily into the billions for the crimes, more than convincing.
